Create a photorealistic image that appears to have been taken by an expert in photography. It's a vibrant cityscape dominated by a dramatic weather scene based on today's forecast: part of the scene should be bathed in sunshine, with highs of 86°F, while another part should showcase impending thunderstorms with gusty winds and hail, conveying the sense of a 'Texas Tango'. The city itself should encompass a diverse range of architectural styles, from a unique, unnamed high-rise tower to traditional single-family homes and modern concrete and glass structures. No structure should appear more than once, especially no structures resembling Austin's Frost Bank Building. None of the buildings should have any close-ups or display any text, signs, labels, or symbols.

In the foreground, diverse groups of people—families, young adults, and community leaders—gather around a symbolic groundbreaking ceremony. They are holding shovels with ribbons, ready to dig into the earth, symbolizing the start of construction. The atmosphere is filled with joy and anticipation. At the center, a large, artistically rendered sign reads "Seabrook Square II: A New Beginning," surrounded by hard hats and construction blueprints, hinting at the work to come.
